>>47889435>Johto was meant to build upon Kanto and expand and close the pokemon universe as it was defined thenthough it doesn't help that Gen 2 is all about introducing a new region and an almost completely new cast of characters with little connection to the original game. Oak's and Bill's guest appearances in the game feel more like an attempt at passing on the torch, rather than actually continuing the original story through a sequel.
If anything the game should have stayed in Kanto first and foremost, focus on the world and the characters that were already established and show how they have changed over the years. Imagine going through the kanto gyms like normal, reaching Saffron, being surprised at Janine the new gym leader, wondering what happened to Koga and then facing him much later as a member of the Elite Four. I feel like this approach would actually improve what Gen 2 was going for.
