He only got as strong as he got by copying and studying Ash 24/7.
Even with custom tailoring his team to counter Ash's he still couldn't beat him. A fake can never surpass the original no matter what.

Sawyer sucked so much as a character & trainer that the anime had to give him a free Mega Sceptile to make him look like a challenge.
