That wasn't the original intent, it was supposed to unknown what it looked like under the vines. The Pokedex goes on about the vines hide the Pokemon's true appearance.

Then we get to Tagrowth and now it literally is a black blob covered in vines.

It's not that covered, so I don't see why it would be shrouded in shadows. It's probably just a black thing.

You designed Tangela then? You know the original intent?
Just because a Pokedex says "no one has ever seen it's face" doesn't mean it's some horrific eldrich creature.
It means it's another solid colored blob Kanto Pokemon with one distinguishing feature, that being vines.

They state multiple times that no one knows that Tangela really looks like. It went from being a mystery creature covered in vines to being exactly what it looks like.
