Making a sprite walk forward ten tiles at the same speed as the player character's sprite is extremely different from making a model walk forward ten steps at the same speed as the player character's model. Just how fucking fast do you suppose a Togepi would have to waddle through it's walking animations in order to keep up with your running speed? Of fucking course there are going to be Pokemon that can keep up with you easier, such as flying Pokemon, or Pokemon that float somehow.

It only looks so stiff and rigid since the character models are god awful and trying to emulate the snappiness that was in the 2D games.
