In terms of version exclusivity. Which doesn’t matter for PLA, which is one game.

Scizor was Diamond exclusive with Pinsir in Pearl, Houndoom was Pearl exclusive with Mightyena in Diamond. Didn’t mean shit when they got into Plat. We also see Walrein with no sign of Dewgong.

I wish it gets an evolution but it might be competitively-viable due to it's already good stats and ability so GameFreak would never do it because they hate making shitmons viable.

We have to remember that the majority of Pokémon did not get new forms for feudal Sinnoh, and a lot of the Pokémon you mentioned here kind of work just being as they are. I think if anything they can get creative though with the following, given the setting

>Unown evolving into Japanese script/scroll
>Smeargle with an ink brush becoming some sort of more refined artist with its evo
>Sawk and Throh getting a "third" that's maybe into kendo or some shit
>Sigilyph based on ancient Japanese Jomon culture instead of ancient Native American
>Furfrou with more hairstyles based on styles of the time
>Klefki is kind of obvious how that would change
>Mimikyu in an "origin" form

Is Tauros not in diamond pearl? I'm not quite sure what your criteria are. Is it just Pokémon that you can't get in Sinnoh natively who also at this point do not have any form changes of any sort? Because I can immediately think of a few more Kanto Pokémon that have nothing yet, so just checking
