Gen 7 resued Gen 6 animations and no one complained.

3. I think you mean "better" open world. Having a bigger, empty open world isn't always better.
You make a fair point that the game looks bad, but that is a separate criticism on its own, and has nothing to do with whether the other areas improve. Your idea of an "improvement budget" makes no sense, because animation, art, and design are handled by separate teams. Go look at the credits of any game to prove this.
