Sylveon is the biggest elepthant in the room but there's also the fact that many mons have variant forms(and swsh shows that even under the new policy they're willing to include all forms of a mon) that got new evolutions in SWSH so that forces them to include post Gen 4 mons.
I feel it'll be a LGPE deal where the game will simulate being from its original era and don't allow mon that weren't in thus excluding even sylveon.
