The galarian forms are also new models, both Alola and Galar forms do not share major geometry with the old pokemon they are based on and in fact all feature higher polygon count.
The number of reused animations for humans is minimal, it's like Hop's talking animation and a couple of things like "child jumping happily" and what not. Plus all new human characters have much more detailed 3d models and rigs than previous games, featuring fully articulated wrists and hands and even faces. Your average SM model has like 5000 polygons on a model viewer while the low-end of SwSh 3d models hover from 10000 to 12500.
All in all, the only reason PLA has slightly more polish is because it's a easier job to do than SwSh was. Gamefreak isn't 'putting in more effort', they're just putting the same weak effort they usually do but in a project that allows said effort to be less spread out among assets.
