It's a giant Diplocaulus, an ancient salamander with a boomerang shaped head. That head coincidentally also happens to look like a stealth airplane hence its rocket/baby shooting behaviour and the ghost typing (also referenced by it being based on an extinct animal, even the Pokedex says Dreepy are the ghosts of an ancient Pokemon species that used to freely swim the oceans).
As the pseudo for the British region you could also see it as a greater reference to Britain's long history of military success with archery, rockets, and aviation.
Personally I think Dragapult is one of the better executed designs in the series in terms of uniting multiple distinct concepts into an appealing and understandable package.
