It could also be Golduck, but Golduck has never had weapons before. It also has a similar face to Lombre, another duck kappa Pokemon.
The design appears to be a combination of a Tengu and Benkei. The only tengu Pokemon we have is Shiftry. I very much doubt it's related to that line.
Farfetch'd is definitely the frontrunner here. Golduck and Lombre are both possible too. And then Shiftry is an unlikely outlier.
