Plot Twist:

Pokémon Legends Arceus is not a prequel to Diamond and Pearl. It is an alternate dimension where Cyrus has won, destroyed the previous universe, and is reconstructing it from scratch as a God. Arceus is now a servent of Cyrus and is being controlled.

Team Galactic wasn't just Sinnoh's evil team.
It was the biggest company in Sinnoh and effectively controlled the regions power.
Jubilife Village is a colonial outpost set up by people from the other regions and The Galaxy Team is a company that controls most of what goes on there. Think of it like the British East India Company or the Vereenigde Oost Indische Compagnie.
Team Galactic in Sinnoh is just a continuation of the Galaxy Company and Cyrus' family are the heads of the company.
