I'd say Corsola is close but I haven't kept up with Pokemon since gen 4. I just trained one to level 50 in Emerald and it's rather average, been considerng giving Magcargo a go even though it probably doesn't stand a chance at Battle Frontier.

I never understood this meme because it implies that the meta is static and that everyone would run the exact same defensive typing's on their team. If everyone was running water types that the counter play would be to pick grass or electric types. It's just stupid.

Also there are plenty of items, abilities, and moves that weaken the effect of water.
