Because that's retarded and you're probably functionally retarded for thinking that o top, when the MC's of Legends were designed to look like Lucas/Dawn, thus it was more likely the characters presented in Legends were going to be lookalikes for people living in modern Sinnoh, rather than time-travelling versions of themselves.
