They are the bosses of the area and alphas of their pack. Think of then as totems. The story will probably focus on Canalave books about how Pokemon started to worl together with humans and trust each other as you can see from the trailer where they join your camp all smiling. Unless they're implementing individual sizes like what Monster Hunter does with crowns, I think scaling is just wonky again. Especially if the protags are 4'7" again.

The typing has always been dumb. Also its a problem with all water type pokemon always being shown as floating on land instead of either hopping around like magikarp or having a natural Aqua Ring form around them at the very least when on land.
