They wanted to save some new mons for the post game, though Kanto by itself would be a new experience for new players, and for the post game, old players would have wanted to use the new pokemon in the new region.

They should have saved the shitmon like Dunsparce, Unown, Yanma, Aipom, and Delibird then. Not the pokemon people actually want to use on their teams. Larvitar is fine though, considering he's a psuedo.
