A couple ideas:
>murder a bunch of Basculin in the wild with one in your party
>knock out the rest of your team with Basculin being the only one alive
>same as the last but your entire team needs to be Basculin
>Basculin needs to get knocked out over a certain level or knocked into red and barely surviving

The ideas of the other anons are more ingenious and fun, but surely GF opts for the easy route.

Take your Basculin to a pokemon graveyard or equivalent (maybe a dry lake or river), similar to Magneton in its introductory game.
