No. As we've seen time and time again, the development of the actual Pokémon has way more effort put into it that anything in the series.

I doubt it, I'm pretty sure nowadays they consider a Pokemon's place in-game before actually designing it.
They'd have settled on a Stantler evolution long before even going to the drawing board.

I'm sorry you feel that way I just look at Pokemon and can't help but see the same investor-focused ideologies as Disney or Apple.
Modern Pokemon games are more product than work of love, it's okay if you enjoy them, but I don't.

Sinnoh is based around evolution hence the abundance of pre-evo and evolutions of older pokemon, so it only makes sense that they introduce more, new standard evolutions (theyre not regional evolutions like people are saying they are) to pokemon, they plan out a pokemon and what its gonna be before they even design it.

How so? It does look like an aged stantler much like how sirfetch’d looks like a farfetch’d with bishie eyes, or perrserker having the same overall shape of meowth. Not too fond of the decision for a number of regional evos to not depart too much from its base form - even cursola and obstagoon’s heads are still much like their previous forms. Runerigus and Mr. Rime I feel are the only ones that feel like a full evolution rather than like, a 1.5
