Somebody correct me if I'm thinking of something else, but Tsuchinoko are so rare that massive bounties were put on their heads irl(even tho it's literally just a snake). Maybe the evo got hunted for it's monetary to the point where only it's pre-evo can exist in the wild? Maybe give it an ability that boosts earnings in battle? That's not even tackling it's typing. Dunsparce and so many other Gen 2 mons deserve this.
