Let's be real, Gyarados' official size never made any sense
Gen 1 official sizes were shat without any second thought to it since they were meant to be some random data in the dex entries, and many of them made no sense (Gyarados, Nidoking, Charizard...etc).
Hence why the anime immediatly fixed them in order to make these pokemon credible in an organic world

The first anime was quick buck garbage too, they saw that Gyarados is 6m and assumed it was massive, but failed to account that that's not how you measure serpents. Dragonair is 4m but becomes 2.2m upon evolution, it doesn't become smaller, it's just that Dragonite is bipedal and is measured head to toe instead of head to tail like Dragonair. Same here.

21 is a big number, but serpentine pokemon are measured nose to tail, and gyarados is usually a little coiled to boot. It's pretty much to scale with Hikari there, maybe just a tad small. its whiskers should be just a little shorter than her standing height.

It looks more powerful being bigger, but I think it's wrong to say that they didn't think before doing it. If it really was so egregious, it's not like they were prohibited from fixing it later on. It's supposed to be 21 ft. Can it still destroy major cities? Maybe not, but then again they do have the ability to conjure up giant waves, hydro pumps, and hyper beams.

If we compare it to open world and realistic size, yes, but of course here was stylized and didn't fit in the screen if they were to put him in the actual grid map.
