Raihan is strong enough to become a champion in other regions, and Piers is comparable to Raihan. Melony is stronger than both Raihan and Piers, yet she's weaker than Leon. There's already three GYM LEADERS whom are champion tier in Galar. Beyond the E4 and Cynthia herself, the only other truly competitive trainers in Sinnoh are Volkner and Palmer.
>>47962889Lance should be in SSS-tier. Lance is the undisputed strongest trainer in both Kanto and Johto. He's also the winner of the Unova PWT which Cynthia, Alder, and the rest of the Unova E4 were a part of. So he's definitely stronger than Cynthia beyond having a higher rank in the current World Tournament.

As it stands, the skill and power gap between Leon and Lance is airtight and Lance does have a chance at beating Leon especially if they were to battle outside of Galar where Leon would lose his GMAX gimmick. Z-Moves and Megas are unironically superior to GMAX.
