I think having a mohawk was really just censorship, since it's a universal "punk" image and wouldn't carry the same racial overtones an afro would. Yes, I know Bouffalant, but that's still separate from Scrafty.
Game Freak just didn't make this as "on the nose" as they could have, likely to avoid anymore Jynx hysteria.
