The League allows tons of oddballs, psychopaths, and just all-around nuts to become Gym Leaders. The only prerequisite is strength.
Reminder that the "Pokemon League" isn't run by a board of directors or marketing team, its run by the Elite Four. I.E. the four toughest trainers out there. Some of them cope by throwing out a few platitudes about honor or love or whatever, but its clear whether you're playing the games or reading the manga that the Elite Four (and thereby the League as a whole) only care about power.

That's explicitly incorrect. In the anime, the Pokemon League's activities are operated by committees of people. You can even get into the League conference without doing all the gyms just by passing an administered tests.

You'd be incorrect in the manga as well, where the Pokemon League is operated by the Pokemon Association, and the Elite Four aren't even involved in League activities.

I've wondered this and came to this conclusion: I think psychics as powerful as Sabrina are very rare, whereas (at least in the anime) any other psychic trainers are entry level at best. In the 1st season of the anime where Ash fights Sabrina for the first time there are other psychics who are barely able to do much of anything (I think this was also the case in the psychic gym in the XY anime, correct me if I'm wrong). Powerful psychics in this universe seem to be the exception, not the norm.

Sabrina (in the games) is on-record saying that humans all have psychic potential, just that they aren't honing it. There's no point in psychics trying to take control of the world, because that would just cause an effective arms race.

It also doesn't help that it doesn't matter how psychic you are if an entire type of Pokemon can just shrug it off.

Shudo era Pokémon could bullshit its writing because lack of worldbuilding and brand standards when Ash was meant to be a well meaning oaf who couldn't battle his way out of a paper bag but his true strength as an underdog was he cared.

Once the anime had more ground to cover, they started to have Leagues play by the rules with little deviation. Erika's Gym would've been reported too.

And even then, OS made it clear there were more than eight gyms, so a lot of trainers probably said "fuck this" and sought alternative gyms instead of risking it against Sabrina's infamy or outright being denied entry into Erika's lesbian heaven.
