Considering the "of sexual maturity" part, it's obvious they mean a human who is considered an adult. Nobody is saying the creature has to be able to do your taxes, but there is still a massive divide in intelligence between humans and animals on even the most basic of principles. No adult human without severe brain damage for example is going to think a red dot zooming across the floor is some magical creature they must catch, or that a mirror is another human encroaching on their territory.

Such as a vague sound/gesture that can be interpreted as "go away" or "I am going to attack if you come closer". They aren't literally saying "go away" or in any way communicating with any sort of language. They can't explain WHY they are giving the warning, only use a gesture that indicates a warning, likewise neither humans or animals can tell them in a language why they are not a threat or to calm down, because they have no language nor can understand any.
