That's exactly why a Pokemon can't really use Dig in water or Dive on land. The game just lets you do so for gameplay purposes.

Dive and Dig aren't even real moves. Any Pokemon can dig if it has claws. Any Pokemon can dive underwater.

How do you know how long my Sandshrew can hold its breath? I'll have you know I trained him night and day for specifically that purpose so he could dig in any possible terrain because my Sandshrew is among the top percentile of pokemon.

Underwater battles in oras are very strange. The ball moves slowly as its thrown as if underwater and its clearly a completely submerged environment, yet no mon is restricted from battling underwater and all moves work normally. You can use flamethrower "underwater"

When Excadrill used Dig on a boat, it did exactly what you'd expect; put a hole in the boat, causing it to sink
