Very odd. Switch between the prerelease map and the final map, and you see that it's completely identical in most locations. Except in locations where the clouds were covering; you can see those areas were redrawn a little.
Coincidence? Maybe, but I think not. I think there really were more locations under those clouds that got removed from the final game for some reason.
