They would be by default. If humans and Pokemon share a common ancestor as the Sinnoh legends imply then they would be less evolved.
Either way though, humans have tanked Pokemon attacks both in alternate media and in-game. The Rocket grunt who or whatever who got hit with Dragonite's Hyper Beam in GSC comes to mind.

I'm just curious how much it will be implemented and matter. On the videos we've seen it looks like dodging enemy pokemon attacks only matters while you're not in battle and don't have one of your pokemon out. Once you throw a ball it switches to the turn based battle format, which makes it seem like avoiding attacks won't end up mattering much as long as you just throw one of your mons out immediately.
The only way I can see the dodge roll mechanic mattering much is if boss pokemon have phases or something and occasionally disengage with your pokemon to go after you, so you have to get the fuck out of their way until it can be engaged by your pokemon again

That's a point in their favor, not against. Anime and manga can shrug them off, game is visibly hurt and can only take so much. "toonforce" stops being an outlier if it happens all the time.

I assume if a Pokemon gets the drop on you, it'll probably take a chunk of your party's HP or beat on your first one out for free for a few turns.
