There is no good explanation. It's not gravity, it's not magnetism, it's not telekinesis. It doesn't flap its wings, it just seems to be able to propel itself and levitate as if it were using psychic power. The best explanation is that it's a dragon, and dragons generally seem to be able to fly, regardless of their physiology. Same applies to Dragonite's tiny wings and Salamence's weird giant wings.

It’s probably some bs similar to how birds can ride air currents which pick them up due to the drafts underneath them. This is the only non random magical or bs explanation I can think of since the things scythes would be useless for flapping about to fly. It's also worth mentioning in that clip that not only does Garchomp outspeed a fighter jet, it is also able to decelerate in a matter of seconds. At that point it might as well just be able to freely manipulate its position and movement in space, because that is some bullshit.

Can't give you an exact explanation but Garchomp's flight is likely an extension of whatever energy it uses in battle, it's not working very hard to attain this yet it's not well defined enough for most Flying-type attacks
