Regionals have only ever been given to unloved shitmons (or extending unloved shitmons' evo lines). Starters, by very virtu of being the first pokémon any kid gets are more popular than any 'mon that's gotten a regional form to date.

Are there really no trainers in the game? If so, what kind of story conflict is gonna exist to push the game forward? And no, just "pokemon go crazy" can't support a story by itself, so there needs to be something else. Anybody have any ideas?

I think this thing is Hisuian Shiftry, and that other silhouette of Nuzleaf is correct. Its right hand is an axe, but the left arm looks like a fan.

No doubt some Japanese creature related to tengu that I have no idea about

I mean, they gave the mascot's evolution a regional form but not the mascot. If they regionalise something, they want to sell the newer generation of children on it, because a new form equals new toy sales and as it's shiny and new, it makes the older shitmon's name popular again, as contrarian fuckers squeal "i alwuys lieked it".

Try holding a pencil or something and tilting it away from you. You'll see it looks shorter.

No it's not. You're also making a huge assumption. Galarian Farfetch'd evolve to Sirfetch'd, there's no guarantee Farfetch'd evolves to Sirfetch'd in Hisui, it could evolve into a rip on Madame for all you know.

It has short arms that can't bend with leafty fans. It has no eyebrows, it has wooden sandals already built into its feet so giving it sandal straps would be redundant. Plus in the pose it would be bending its arms backwards, which makes less anatomical sense than a bird holding an axe with its dumb wing fingers. For all we know it could be in the middle of throwing iys axe too. It appears to be hotting on a sword too like samurai do, implying it has multiple weapons it can use and drop (not fused into its arms.)
If those are leaves and not feathers, why is there a color difference? The tips are black while the rest are white. Why does it share none of shiftrys defining characteristics? Why would they remove a tengu's long nose and turn it into Wario with a beard?

I would hope none since it would be a fuck up on every front. There is no need to get underused starters if you are going to make their standard form "obsolete" just like there is no need to pick starters across the gens with a common theme if you are going to redesign them anyway.
That being said, i know GF doing something stupid is in the realm of possibilities.

That’s the scary part. So far Legends is shaping up to be a pretty interesting game, and the starters choices was on of the things that piqued my interest in them. The fact that they went out if they way to make new models for the starters is huge and shows that they care about them. They even fixed Cyndaquil battle pose. At the same it’s too perfect, it would be just like Game Freak to fuck fans over by making their favorite starter complete obsolete.

I consider Typhlosion a downgrade from Quilava (especially outside of gen 2, as his ass gets bigger every gen)

Samurott is easily the second worst starter final evo, and bottom 5 pokemon designs of all time

Rowlett, despite being one of the best designed pokemon ever, has a mediocre final evolution

If anything, it would be smart for GF to give them alt forms for this game

Regional variants dont have to be 1:1 anatomical replicas of the original. Alolan exegutor's body shape is wildly different from base exegutor. If you look at >>47991846 the legs and skinnyness of the arms, they resemble that of shiftry. Body shape and bulbous legs also appears similar. So it actually does share some characteristics with shiftry
