They slapped flying type on because gyarados had 580 bst in gen 1 and it needs a 4x electric weakness to be balanced.
Water/dragon would just make it better kingdra in every way and disgustingly overpowered, should have become water/dark in gen 2.

Not that the typing has no merit at all, but think about getting blown up by moonblast, losing your fighting resistance and ground immunity, and then you autolose to almost any dragon running any speed or a scarf, save dragonite.
I swear to god, normal is a better STAB than dragon now. I'd rather be resisted by two types and ghost than one and fairy.

Gyarados isn't "flying", that's just how Game Freak animates fish Pokemon in battle for gameplay purposes. Like Gyarados, they aren't actually floating in the air, but these Pokemon would be completely useless otherwise since 99% of battles happen on land, so their inability to fight on land is ignored for gameplay purposes.

Not naturally. Type is a Pokemon's natural affinity. Gyarados can naturally control wind, Sandaconda has to learn how to do so. This isn't hard. It's like how any can learn magic spells, but different people have different natural affinities.
