Because Fisheous Rend is conveniently boosted by Strong Jaw as it's a biting move and it's also boosted in Rain due to being a Water-type move.

All this meanwhile Tyrantrum still can't make STAB use of Strong Jaw in gen 8 and Jaw Lock (Drednaw's signature move) being a Dark-type move instead of a Rock-type move. This shows that Game Freak is biased against Rock-type Pokémon.
