>>47993722From a VGC point of view:
>CutMaking it steel type and with higher BP should be enough to function as steel coverage for certain pokémon that don't have it otherwise
>Fly/DiveMake it like phantom force
>SurfFine as it is, it has its own niche despite me really wanting it to be a plain better muddy water.
>StrengthThis one is hard. There's little not reason for a normal type to not use double edge, return (yes I know it's gone for now) or body slam. And there's little not reason for a fighting type to not use CC, superpower or drain punch.
I'd say keep the BP as they are but make the move not affected by resistance besides the ghost immunity.
>FlashNo lower lowers accuracy. Hits only one foe. Has +3 priority. If used on the first turn it makes the opponent flinch. Does no damage. Can hit ghost types.
The difference with Fake out is that you can hit ghost types without relying on scrappy and has a different coverage so some pokémon who don't have fake out in the first place would gain a niche. But fake out is still valid because that chip damage is more important than you think.
>Whirlpool100% accuracy. I tried using a stall Lugia in the current format and the fucker would miss whirlpool 3 times in a row. If you want to get creating you could give it triple damage under rain, I don't think it would be broken.
>Rock SmashSame logic as strength, kinda unfixable. Maybe give it priority but in that case remove the defense lowering effect. Too lazy to check if giving what would be another mach punch to certain pokémon that can learn rock smash would make them too good.
>WaterfallFine as it is.
>Rock ClimbSame problem as strength.
>DefogFine as it is.
