Normal type should be anything that would otherwise by "typeless" and historically those were all the mons in Gens 1 + 2 that were non-elemental "beasts" and "mixed mage monsters," like Ursaring, Tauros and (at the time) Clefable. Now that Fairy type exists it took away some of that, but Normal still exists as pretty much the "this thing isn't a type specialist" denomination. So something like Pyroar is part Normal because it isn't exactly a type specialist, but does have affinity to Fire. Something like that. Bibarel and Diggersby work with this logic too, and so do probably most of the dual-Normal types. The birds especially since they're all birds that had flying abilities but weren't necessarily "purely air element specialists" like the Flying type is sort of implied to be.
Rookidee bucks that entirely but I think it's just Game Freak being hacks and realizing "oh shit, we can do this now." They didn't think of the lore or consequences.
