>>48000698People used Luxray and Staraptor because there was literally nothing else available to you in earlygame unless you wanted to use Kantomon. You don't actually start getting access to new Pokemon past Budew until Floraroma town, and most of them are stuck behind Honey Trees at that.
Staraptor is definitely good but I doubt as many people are going to be running them now that Underground lets you get better options to make up for Sinnoh's horrible Pokemon distribution.
