Probably not, even with pikachu being the pokemon mascot, it's still not meant to be a super special pokemon in the games. I can't see it being the first pokemon to have a 4 step evolution line.

Also the reason you dont see some of the cool redesigns you see in fakemon and regional variant threads is because there are fakemon threads. The risk of getting sued isnt worth it
