There are more eras to Japan's history than feudal and modern. Look it up.

That said, I wouldn't be surprised if GF manage to cram ninja or samurai characters into the game somewhere. They do it in the games featuring a modern setting.

Ninjas never existed, it was a teathre-specific way to portray assasains that got popular in fiction.
Real samurai were little more than soldiers, far from the romantic aesthetically pleasing portrayals in media.
Ninjas and pop culture samurai aren't japanese enough, they are everywhere in the world just like the hollywood cowboy.
