Why didn't they just say this from the beginning instead of that bullshit about Doduo having "short wings"? Jumping so high that it's like flying is both cooler and more logical for an ostrich.

Fly is given depending on if pokemon could use it in battle, ie flying up high and hitting with their body from above. That's why almost all birds can do it and almost none of the bugs can.

I’ve always felt that if Doduo and Dodrio were designed during the 3D era, they would have little wings that would appear from the body fluff for certain move animations. But they didn’t design as many “hidden details” when they were working with sprites and when it came time for Stadium they just said “show it kicking to tread air, that will be funny” and now that’s what we’re stuck with.
