6 Pokemon are literally all you can carry on your person. Whenever you already have six on hand, your Pokemon is immediately deposited in the PC.

The rule is trainers use six pokemon only. I've seen an interesting justification given in the manga, saying all pokemon require attention and a trainer is being unprofessional by using more than 6 because there's no way they can properly take care of all of them.

In universe training pokemon to actually listen to you is supposed to be hard to do. Its why the average trainer tends to have one or two mons at most, until you get to the point where you're battle Ace Trainers and Veterans and other more professional level trainers who have more
Since its a video game our player character ignores this real world limitation and we can just have a full roster battle ready and taking our commands at the first route. Its the same argument in a regular jrpg for "why don't the villagers just grind exp on slimes until they're strong enough to drive the bandits out of their town?"

Its interesting because lots of NPC trainers are newbies or “hobbyists,” some just have one or two Pokemon as pets or assistant laborers (Pokefans and Sailors respectively) and most trainers with 5+ Pokemon are either E4, rivals, or absolute jokes like the magikarp team guy.
Whats weird is that I cant think of many NPC trainers with four or more Pokemon on a team. Even in Victory Road on Platinum or Emerald most ace trainers just have 3 really tough Pokemon, or you might run into a trainer only using one high level mon they obviously spend all their time training
Why aren’t there more rival-tier NPCs with teams of 5 or 6 at the literal end of the game?

The real answer is just gameplay flow. There’s a design balance to not keeping the player doing one specific task too long, and that feeds into addictive feedback loops and all that garbage.

If it was meant to stop the game from being monotonous it kind of has the reverse effect where every team is just a blur, but to make larger teams memorable they’d need proper AI which they will never do.

In-universe, fuck if I know. Maybe they want a smaller but more strong/focused team, maybe that’s all they can handle. Take your pic from those or dont bother trying to rationalize it. Because it’s never made sense.

What about the people who don't know Professor Oak or have access to his lab to store mons? In universe, average person doesnt seem to have beyond more than 6 mons with the exception of player character and maybe Blue? Can't think of a rival that rotates mons in AND doesnt know the professor.

We know cannons exist per Skyla's BW gym, the move "Water GUN" exists so they clearly have a concept of fired projectiles as weaponry and associate that with the word "gun", and Inteleon's G-Max entry blatantly states it's good at sniping + it very clearly has a gun-like weapon.
It's not improbable they existed in the verse at some point before people realized Pokemon were far more effective as a defensive weapon.
