Nah.
Tail Glow refers to bioluminescence- not just anything that can emit light such as fire.
If anything, Shiinotic and Lanturn should be able to learn it since they're both based on things that have internal chemical reactions that produce a glow not unlike a firefly, the moves original namesake.

They bawleted it for being too good. It didn't make sense to leave it in the game to be abused by Zurkitree a mon with 173 base Sp. Atk and a not terrible 83 base Speed.

See my earlier argument. If Charizard gets it because his tail has fire, which illuminates a small area, every Pokémon with a tail that has had Flash should get it. Just because Charizard is loved by snowflakes doesn't mean it should get a move that would make it ridiculously powerful just because the English name is "Tail Glow".
