I remember not getting the promotional Deoxys but still being able to get to the island where Deoxys was on my FireRed copy.
The triangle thing was there but I couldn't actually fight and capture Deoxys.

No, you didn't, your memory is faulty. The games have been picked to pieces, only way to warp to Birth Island is directly through Gameshark/Action Replay, the stupid Glitzer Popping shit, or genuinely getting the ticket.
