I think it's more of pixel texturing on a 3D model. That way would be more of a 3d turn would be more like this

I don't like the constant animations of gen 5 and moving text is always terrible ui. Would rather play the actual gen 2.

Cort3D or whatever their name who does these has posted the details before, at least ambiguously over how to render it. It does require modelling the sprite though.
