Rock Type is not good defensively. His type combo gave him a panful x4 to fighting and ground, 2 of the most common types.
Not only that he has mediocre HP.
That is really a death sentence for a tank.
GF is under the impression that ultra high defenses are balanced if you have low HP.

Even if it took 1/4x damage from every other type in the game, having a 4x weakness to both Earthquake and Close Combat is a death sentence. Casually he's still fun as fuck especially with Body Press and Rock Head Head Smash and a big moveset but he gets fucked by two of the most pervasive moves in the entire metagame.

Pure steel? Look at how Registeel and Copperaja get played. A pure steel aggron would function something similar to the two. Performance wise, I think that Ferrothorn, Empoleon and Registeel would be considered over it.
Mega Aggron got played. He wasn't as popular as other megas like luc, khan, lop or the zards. He had his fans though. It didn't help that some of the strongest megas had the type advantage over him. Mega Aggron was as popular as Stakataka. Not played often but still strong.

It's mostly only good in Nuzlockes where you can use it as a pivot and take advantage of its 4x weaknesses to bait certain moves easily.

Too min/maxed. It's HP and SpD are so bad, it can even take considerable damage from 1/2 resist Sp attacks. And rock/steel aren't super useful offensive types so it can't make great use of it's good atk. You're probably better off using Steelix since it's a better phy wall (more def and hp) and has better offensive potential thanks to the ground typing.

I generally prefer tiers below OU, but RU for a legendary is kind of sad and this is one of those pokemon who really deserves to be better than they are.

I’m honestly asking because I really dont know and dont really keep up with the later gens, is rock even a good offensive typing? With ice at least you get stab on some great moves. I dont know of any pokemon where rock is anything but a big disadvantage. It makes rock/ground a better counter to zapdos I guess, since it resists flying. Or at least it does in the two gens zapdos cant use hidden power.

Rock-types are not really resisted by a lot of types and therefore can hit pretty hard neutrally, so I believe that Rock-types can make for a decent offensive typing with STAB on Stone Edge, Head Smash, Rock Slide, Power Gem, Meteor Beam and Rock Wrecker.
In physical offense, the type really shines most.

More like since gen 1. It resisted Hyper Beam and Body Slam which are two movies that are on almost every Tauros set (aka the King of Gen 1), and most rock types had high physical defense to back that up. Once those two moves fell out of style, and Steel types came along in gen 2, which had almost all of the same resistances as Rock, plus several more, and higher physical defense on average, rock stopped being a defensive type.
