Torterra is way more fitting, but there are no legendary turtle pokémon. If the theme is nature we'll get celebi at most

Also, Raikou and Zeraora are the only tiger legendaries so yeah

The Turtle of the North represents the Winter. So a new Ice/Steel Turtle Legendary would be dope.

well really its the blue green dragon, i think rayquaza is too green

it would be cool if we got hisuian forms of the legendary dogs that gave them forms that correspond

raikou->electric/ice
suicune->grass/water
entei->fire/flying
the dragon is a tough one
