At least for me Lugia always came off as much more aggressive, and I like to imagine the hand like wings could be used to grapple pokemon like ho-oh and drag it into the water to attempt to drown it, like a ragging storm given form when it awakens it won't stop until nothing around it is left.
>>48054220Apparently these are the origins to it and I've always read into it in a way that never matched up with the creators intent. But fuck that guy my idea of Lugia is cooler and makes it feel like a better counterpart of ho-oh.
