It was intended that A-exeggcutor was going to be the original one, but due to obvious limitations we got the form we know. It's regional form is a clever idea to bring it back.
Growlithe inspiration also has a pair, so it sticks really well with ancient Japan.

I hate these stupid fucking headcanons you underage retards try to force. In Gen 1 the franchise was practically allowed to do whatever the fuck it wanted and threw a shitton of ideas at the wall, not everthing is an ebin callback to Gen 1, some ideas are just fucking generic and easy to implement like a ghost type Marowak and the Palm Tree Pokemon sized like an actual fucking palm tree. It's not that deep.
