They have a motif of things related to our moon: their face looks like the lunar surface; they evolve with Moon Stone; Jigglypuff is a singing cat (cats are known for "singing to the moon"), Wigglytuff is a bunny that uses Pound or Body Slam (like the fairy tale of the moon rabbits who pound herbs to make medicine and rice to make mochi). It's a wonder they weren't given Huge Power ("Chikara Mochi" in Japanese, which is only learned by pokémon that look like rabbits)! Though at least they were given the Fairy type, like Azumarill.
Wigglytuff's dex entries also make reference to Angora Rabbits, a breed farmed for their fur.
