Not if that was the only selling point.
It'd have to have an actually interesting presentation and not be formulaic.

Heck I'd watch a spin-off about any character if it was done well and set itself apart from the main anime.

Probably not, but I'd enjoy the glut of screenshots, art both official and fan, and webms that would ensue. Cynthia is a top tier Pokemon design, in the top 5 or 10 for sure.

Cynthia would honestly be a really solid character to star because she can be used as a vehicle to explore the lore and myths of the world. Every few episodes can be her in some new location researching a different myth, interacting with locals to learn more about the connections they have with said myths, and how they tie into the lore of the world as a whole.
