it was a promotional piece of art for a museum event in japan for kids to learn about the fossils that pokémon were based on iirc illustrated by Hitoshi Ariga who you may know as the designer behind the galar fossils and a few others like Vikavolt, M-Beedrill and the Aegislash line.
Most importantly though he was the Mangaka of the Megaman Megamix Series and did this art for Rockman and Forte

That museum promotion was meant to be educational. They probably didn't want kids to assume the Galar fossils are what those animals actually looked like.
