>>48081207agreed. personally, i would go falkreath -> whiterun -> morthal -> solitude -> dawnstar -> windhelm ( winterhold doesn't get a gym because it fell into the sea) -> riften -> markarth, with the league being on the throat of the world. maybe have the greybeards as the elite 4 idk. there are 4 of them after all. solstheim can be the postgame region, like the battle zone in sinnoh. obviously you can have 2 villanous teams again as well, with the stormcloaks being the obvious one and the imperials being the less-obvious-but-actually-just-as-obvious one.
