I'm surprised the 95 stat spread holds him back so much, doing most/all mythicals have base 100s? You'd think that unrestricted typing and some strong moves would be enough to make him usable.

the remainder can stay 95, I'm tired of the meme spread it has, it's supposed to be an imitation of Arceus not Castform. The only limitation it should get is staying under 120 in any stat

Delete the memory items and just have RKS System work with Arceus's plates. Justify it in-universe by saying they upgraded the system or something.
One of Silvally's problems compared to Arceus, relatively speaking, is that the memories don't actually do anything while Arceus gets boosted stabs.
And give it Recover and Extreme Speed so it can do its own version of Extreme Killer.

Just giving it more moves would be good enough. Not great, because statwise it's a worse Mew, but it could hold a niche elsewhere.
