The biggest hole in this theory is that if TPC really wanted everyone to hate Johto why bother giving it a month? They could have skipped over it even force it to share the month with KANTO then make the entire next year the year of KANTO.

There is a smear campaign but TPC isn't a part of it. What seems to be happening is that the Johto-haters like Merrick are acting on their own accord to turn public opinion again Johto in hopes that TPC will pick up on that so that TPC will stop marketing the region.
